It's true, but it's not unique to the PS3. All console manufacturers sell at a loss to get the machine out, then make up the money as costs go down and from software licensing fees.
The PS3 does have one particularity; the cost to Sony is higher because of including blu-ray. In fact, most of their loss on the PS3 is due to it, but that's intentional on their part. If Sony can get enough people to buy a PS3, blu-ray gets an advantage over HD-DVD. That doesn't help us much though, since we gotta pay an extra $200 for blu-ray to help Sony execute their plan...What a gyp...
