No it's not. PS3 games are region free. The problem is that the PS3 hasn't been hacked yet. So any "backups" that you may make will be useless for now. If you really want to you can install Linux on your PS3 and use it's Blu-ray drive (or the one in your computer, if it has one) to make dumps of your games, but you won't be able to use them.
Also, why would you post your phone number on a public forum? It's probably been harvested by many bots by now. -_-
