I want to leave the downloaded games for the new owner. When I get my new PS3 (US) do I need to start a new psn account?
No your psn account is set up with sony and you use this on your new ps3. The good news too is that if you downloaded games on the old ps3 from the Playstation Store then you can download them again to the new ps3. This is free of charge and can be done up to 5 times per game.
