Hy,

When the ps3 is on its at red light. When you power it on however it goes to green light for 2-3 seconds then I hear a beep beep beep and it goes back to red all the while when I hear a click directly from the power supply and the fan turning on and quickly off.

How long have you had your console? It might be bad-out-of-box...

Sorry for responding late.

1)My ps3 warranty is void.

I have opened and I am very sure the sounds come from power supply.

Your warranty is expired so you've had it more than a year... I'll do some research in the meantime tell me, is your PS3 sitting vertically or horizontally? And what objects are near it...

Ps3 is sitting horizontally.

No hard drive.

No objects near. Also the fan does has trouble starting.

When did you get your HDD removed? Anyway, try everything. Unplug the PS3, plug it back in, hold the power button.

I would say call Sony but your warranty is up, so. You should just give Sony a call regardless. Tell them your problem and if you don't like the answer just hang up. Sorry man, no thumbs up this time.

Make sure your power supply is ok.

have you tried to restore all system settings. this is a last resort cause it will delete all memory off the system ,but what else you got to lose.
